Safety operation rules for mine electric locomotive dispatchers

2021-06-10
The mine electric locomotive dispatcher must master professional knowledge and operate correctly to ensure the use effect and efficiency of the equipment, and reduce the probability of failure of the equipment. Therefore, we summarize the safety of the equipment dispatcher below. The operating procedures, I hope it will be useful to everyone.
The basic requirements of traffic dispatchers
1. The dispatcher of mine electric locomotive transportation should be familiar with the mine transportation system diagram. Be able to draw operation charts of mine electric locomotives and fill in driving records;
2. You must be familiar with the "Safety Operation Regulations for Traffic Dispatchers", and grasp the right and wrong of each link of the transportation system in the parking lot, roadway, and roadway, driving time, track, turnout, traffic signal, communication equipment, coal bunker, dumper, locomotive, and mine The situation of the main and auxiliary shafts of the truck and the hoist, and the situation of the drivers of each locomotive, and the production situation of each class in the mining and excavation areas;
3. It is necessary to stick to the post and dispatch carefully. If it is necessary to leave the post under special circumstances, the leader of the transportation team or group who is familiar with the dispatching work must take up the post. Dispatchers must pay attention to the staff on duty;
4. The signal centralized blocking device or communication, signal and other facilities of the transportation system must be strictly controlled, used correctly, and fully play its role to improve economic benefits.

The content of the shift of the traffic dispatcher
1. The completion of the previous transportation task and the storage of coal in the coal bunker;
2. Traffic signals and safety facilities: whether there are accidents and the handling of accidents;
3. Whether there are construction staff and construction location, time, content, person in charge, etc. on the line;
4. The number and distribution of locomotives and mine cars;
5. Instructions from leaders at all levels and notifications from the superior dispatching department, etc.

The traffic dispatcher should understand the situation
1. According to the instructions of the leaders of the mine (district, section, team) or the dispatch of the superior dispatching part, according to the conditions left by the previous shift and the transportation tasks of the current shift, make overall arrangements, deploy vehicles in time, and strive to improve mining motors. Truck transportation efficiency and mine truck turnover rate;
2. It is necessary to keep abreast of the coal production and coal storage conditions in each mining area. For mining areas with concentrated coal production and small coal storage capacity, it is necessary to give priority to vehicles and ensure balanced transportation without affecting production. , Without stockpiling vehicles;
3. It is necessary to keep track of the usage and storage of vehicles in each tunneling area (team) so as to provide vehicles in time;
4. If there is a lot of water coming out of individual mining areas, the dispatcher should report to the relevant leaders in time and take measures to deal with it.

Traffic dispatching requirements at intersections or monorail sections
1. Use signal centralized blocking system or communication, signal and other means to grasp the situation of empty and heavy vehicles in and out in time;
2. If trains in two directions pass through an intersection or monorail section at the same time, the signal and the automatic blocking of the centralized blocking device shall be monitored;
3. If there is no automatic control device, a signal light should be used to give a red signal to one party in advance, so that one party will stop and the other party will drive; if one party is a heavy vehicle, it is generally necessary to park the empty vehicle and give way to the heavy vehicle.

Emergency handling of dispatchers when someone requests construction or repairs on the transportation route
1. Construction or maintenance that does not have a large workload and does not endanger the safety of driving can be carried out by using the driving interval and tell the driver of the mine electric locomotive that there are maintenance workers in the front section to pay attention;
2. Any construction that hinders the safety of vehicles must be approved by the mine (transportation area or the competent unit) and issued a construction order, and set up a parking protection signal at 60 meters from each end of the possible direction of the vehicle to the construction site, before the construction is allowed;
3. According to the situation of the construction or maintenance site, inform the driver of the mine electric locomotive to stop or pass slowly before passing the construction section.

Emergency handling of dispatchers in the event of a transportation accident
1. In the transportation work, such as the failure of transportation equipment, traffic signals, etc., the maintenance staff shall be notified in time;
2. In the transportation work, if a major accident occurs, report to the relevant leaders in time and organize vigorous handling;
3. In the transportation work, if a personal accident or other major accident occurs, immediately report to the leader and the superior dispatching department, and take emergency measures to mobilize manpower, material resources, and vehicles for rescue.
